Водночас у випадку відсутності доходу та сплати ЄСВ житлова субсидія може призначатися, якщо особи протягом періоду, за який враховуються доходи, не менше місяця були зареєстровані у Державній службі зайнятості як безробітні.

При цьому для осіб, які втратили роботу в період воєнного стану і зареєстровані у Державній службі зайнятості як безробітні та їм призначено допомогу по безробіттю, при розрахунку житлової субсидії до доходу враховується розмір призначеної допомоги по безробіттю замість суми отриманої заробітної плати за попереднім місцем роботи. Такий підхід дозволяє отримати належну допомогу на оплату житлово-комунальних послуг, адже що нижчі доходи, то більшим є розмір виплати.
