In 2021, the Russian authorities allowed only 69 orphans to be adopted by foreigners. Of these, 60 children now live in countries that have recently been deemed "unfriendly" by Russian authorities, according to data from the Russian Ministry of Education, which was examined by Important Stories.

"The placement of our children in "unfriendly countries" is a blow to the future of the nation," according to an explanatory note to the bill, which was submitted to the Russian State Duma on August 1.

This is not the first law by which the Russian authorities are trying to prevent Russian orphans from finding new families. It all began in 2012 with the passage of the "Dima Yakovlev law. At that time, Russian authorities banned the adoption of orphans by U.S. citizens as a "mirror response" to the U.S. sanctions against Russian officials implicated in the death of lawyer Sergei Magnitsky.

Then, in July 2013, same-sex families were banned from adopting Russian children, and in February 2014, those who are not married but live in countries where same-sex marriages are allowed.

As a result, the number of children taken from orphanages to foreign parents decreased tenfold. While in 2012 foreigners adopted 2,604 children (4% of all those placed for the year), in 2019 only 240 (0.6%).

Adoption is the only form available to foreign families to take in an orphan from Russia. For Russian citizens there are several options: tutorship and guardianship, foster and adoptive families, and adoption.

Adoption is considered the highest priority form. For example, a study by Important Stories found that adoptive parents are less likely to abandon their children than, for example, adoptive parents.

But after the passage of the "Dima Yakovlev law," even Russian families adopted children much less frequently. By 2019, the adoption rate had dropped to its lowest in seven years - 9% (in 2012, the adoption rate was 15% of the total number of adoptions).

"Opponents' claims that foreign nationals save our orphans and predominantly adopt children with disabilities are not supported by statistics," the explanatory note to the new bill says.

But statistics say otherwise. In 2019, 10 percent of all foreign-adopted children from Russia had disabilities; among orphans adopted into Russian families, only 3 percent had disabilities, a study by Important Stories based on data from the Russian Ministry of Education showed.

The experts we interviewed believe that it is very difficult to adopt a child with a disability, not only for foreigners, but even for Russian citizens: orphanages simply do not want to give such children to families, because otherwise they will lose additional payments from the state.

It also turned out that the interest of Russian families in adopting children has been steadily decreasing since 2016. One of the reasons for this is the institution of placement of children in families, which the Russian authorities have not been able to build over the years.

In 2021, the Russian authorities allowed only 69 orphans to be adopted by foreigners. Of these, 60 children now live in countries that have recently been deemed "unfriendly" by Russian authorities, according to data from the Russian Ministry of Education, which was examined by Important Stories.

"The placement of our children in "unfriendly countries" is a blow to the future of the nation," according to an explanatory note to the bill, which was submitted to the Russian State Duma on August 1.

This is not the first law by which the Russian authorities are trying to prevent Russian orphans from finding new families. It all began in 2012 with the passage of the "Dima Yakovlev law. At that time, Russian authorities banned the adoption of orphans by U.S. families, a decision that was a "mirror image" of the sanctions imposed by the U.S. on Russian officials implicated in the death of lawyer Sergei Magnitsky.

Then, in July 2013, same-sex families were banned from adopting Russian children, and in February 2014, those who are unmarried but live in countries where same-sex marriages are allowed.

As a result, the number of children taken from orphanages to foreign parents decreased tenfold. While in 2012 foreigners adopted 2,604 children (4% of all those placed for the year), in 2019 only 240 (0.6%).

Adoption is the only form available to foreign families to take in an orphan from Russia. For Russian citizens there are several options: tutorship and guardianship, foster and adoptive families, and adoption.

Adoption is considered the highest priority form. For example, a study by Important Stories found that adoptive parents are less likely to abandon their children than, for example, adoptive parents.

But after the passage of the "Dima Yakovlev law," even Russian families adopted children much less frequently. By 2019, the adoption rate had dropped to its lowest in seven years - 9% (in 2012, the adoption rate was 15% of the total number of adoptions).

"Opponents' claims that foreign nationals save our orphans and predominantly adopt children with disabilities are not supported by statistics," the explanatory note to the new bill says.

But statistics say otherwise. In 2019, 10 percent of all foreign-adopted children from Russia had disabilities; among orphans adopted into Russian families, only 3 percent had disabilities, a study by Important Stories based on data from the Russian Ministry of Education showed.

The experts we interviewed believe that it is very difficult to adopt a child with a disability, not only for foreigners, but even for Russian citizens: orphanages simply do not want to give such children to families, because otherwise they will lose additional payments from the state.

It also turned out that the interest of Russian families in adopting children has been steadily decreasing since 2016. One of the reasons for this is the institution of placement of children in families, which the Russian authorities have not been able to build over the years.

In 2021, the Russian authorities allowed only 69 orphans to be adopted by foreigners. Of these, 60 children now live in countries that have recently been deemed "unfriendly" by Russian authorities, according to data from the Russian Ministry of Education, which was examined by Important Stories.

"The placement of our children in "unfriendly countries" is a blow to the future of the nation," according to an explanatory note to the bill, which was submitted to the Russian State Duma on August 1.

This is not the first law by which the Russian authorities are trying to prevent Russian orphans from finding new families. It all began in 2012 with the passage of the "Dima Yakovlev law. At that time, Russian authorities banned the adoption of orphans by U.S. citizens as a "mirror response" to the U.S. sanctions against Russian officials implicated in the death of lawyer Sergei Magnitsky.

Then, in July 2013, same-sex families were banned from adopting Russian children, and in February 2014, those who are not married but live in countries where same-sex marriages are allowed.

As a result, the number of children taken from orphanages to foreign parents decreased tenfold. While in 2012 foreigners adopted 2,604 children (4% of all those placed for the year), in 2019 only 240 (0.6%).

Adoption is the only form available to foreign families to take in an orphan from Russia. For Russian citizens there are several options: tutorship and guardianship, foster and adoptive families, and adoption.

Adoption is considered the highest priority form. For example, a study by Important Stories found that adoptive parents are less likely to abandon their children than, for example, adoptive parents.

But after the passage of the "Dima Yakovlev law," even Russian families adopted children much less frequently. By 2019, the adoption rate had dropped to its lowest in seven years - 9% (in 2012, the adoption rate was 15% of the total number of adoptions).

"Opponents' claims that foreign nationals save our orphans and predominantly adopt children with disabilities are not supported by statistics," the explanatory note to the new bill says.

But statistics say otherwise. In 2019, 10 percent of all foreign-adopted children from Russia had disabilities; among orphans adopted into Russian families, only 3 percent had disabilities, a study by Important Stories based on data from the Russian Ministry of Education showed.

The experts we interviewed believe that it is very difficult to adopt a child with a disability, not only for foreigners, but even for Russian citizens: orphanages simply do not want to give such children to families, because otherwise they will lose additional payments from the state.

It also turned out that the interest of Russian families in adopting children has been steadily decreasing since 2016. One of the reasons for this is the institution of placement of children in families, which the Russian authorities have not been able to build over the years.
