According to the case materials, during 2023-2025, the offenders laundered over UAH 1.5 billion, most of which was stolen from the state budget.

As a result of complex measures, the organizer of the scheme, a former deputy head of the State Fiscal Service of Ukraine, who organized a "conversion center" under the guise of a lawyer, was detained.

According to the investigation, he involved four other accomplices in the criminal activity, who ensured the functioning of the "scheme". Among them are two accountants and the head of an affiliated company that was engaged in legalizing and cashing out illegal profits.

According to the case file, the main clients of the "conversion center" were representatives of commercial entities that performed contracting works and services for budgetary institutions and tried to illegally seize public funds.

According to the investigation, in order to confuse the "traces" of shadow financial transactions, the dealers created dozens of controlled companies, most of which were engaged in business activities only "on paper".

To plan and implement their criminal activities, the offenders rented an office space in Kyiv, where they met with clients and stored shadowy documentation.

During the searches of the organizer of the fraud and his accomplices, the SBU seized cash obtained by criminal means, as well as seals of controlled companies with signs of fictitiousness, bank cards, computer equipment and financial and business documents containing evidence of the "scheme".

All five suspects have been detained. They are to be notified of suspicion under two articles of the Criminal Code of Ukraine:

▪️ Part 3 of Article 209 (legalization (laundering) of the proceeds of crime).

Unfortunately, on November 12, 2024, the commander of a reconnaissance platoon, Senior Sergeant Vasyl Hrytsiv, was killed in Huliaypole, Pohlohiv district, Zaporizhzhia region. Now he is 34 forever...

Increased repression has not only failed to improve discipline, but has led to an increase in the number of offenses. According to official data, the number of cases under the articles on the CWS and desertion has increased many times over. 6,988 in 2022, 17,658 in 2023, and 6,740 in 2024. Additionally, we have an avalanche-like increase in the number of UAW in 2025 - more than 110,511 in the first seven months of the year alone.
The adoption of the new draft law 13452 will lead to:
- Discrimination against the military, who will be deprived of the right to individualize punishment.
- Splitting the society into "civilians with full guarantees of justice" and "military with reduced rights".
- Demotivation of civilians to join the military with the prospect of being deprived of basic procedural guarantees.
- Demotivation of the military to continue serving in an atmosphere of "punishment instead of trust".
- Deterioration of discipline, as punishment without inherent individualization is an ineffective and dangerous tool for managing discipline, producing the opposite result.
I urge the parliament not to repeat the mistakes that have already demonstrated their ineffectiveness and harmfulness to defense capabilities, human rights and social unity. The military must be protected no less than civilians, as they are the backbone of the state in times of war. Restoring the full meaning of the right to a fair trial (Article 6 of the ECHR), restoring judicial discretion and moving to a policy of motivation is not only a matter of law, but also of national security.
I call on everyone who shares the principle of the rule of law and respect for the military to join the open Appeal and to urge the parliament not to adopt draft law 13452. I also urge commanders who are responsible for motivating their personnel on a daily basis and know that discipline is based on trust, professional planning and justice to sign.
