According to the case file, the Russian intelligence officer personally coordinated "personnel appointments" to the pseudo-institution and led raids by armed racists on the homes of local residents.

During such raids, people were abducted from their homes and taken to torture chambers set up in the premises of the local "Ministry of Internal Affairs of the Russian Federation".
