The SBU detained two executives of PChP and two officials of the Ministry of Defense who were responsible for accepting low-quality products. The SBU said that the organizers of the fraud tried to reduce the cost of production to get more profit from the government order. The court took them into custody. But the investigation was not interested in the suppliers of parts for the shells. They are responsible for the quality and testing of the goods.

The supplier of the low-quality parts was Medvedchuk's associate Bohdan Pukish, namely his PE "VESTKHIM", EDRPOU 19394119. This topic caused a public outcry, and journalists turned to law enforcement agencies for clarification, but law enforcement officers virtually ignored them.

We discovered several more facts of Pukish's criminal activity. It turned out that WESTCHEM PE had been supplying defective parts to PChP at inflated prices for several years.

Between April 2022 and April 2025, WESTCHEM supplied PCP with low-quality products (housings, lids, and cuvettes) worth UAH 667 million. The overpayment for all items amounted to more than UAH 43 million of budget funds. Once again, these products were made of low-quality and cheap raw materials and did not meet the needs.

And from September 2024 to March 2025, Vestkhim sold shell casings to Pavlohrad Chemical Plant and Aviation and Rocket Engineering Company JSC. The price for a shell casing for PChP was UAH 171, and for KARTM - UAH 160. It remains unclear why Vestkhim sold shell casings to state-owned enterprises at different prices. By selling the shell casings at 171 UAH/each to PChP, budgetary losses amounted to more than UAH 3 million.

We were contacted by an injured soldier (name withheld for security reasons). He also appealed to law enforcement agencies and reported illegal actions by officials of WESTCHEM related to the manufacture and supply of low-quality products for defense needs.
