The Security Service of Ukraine and the Prosecutor General's Office in cooperation with the Minister of Defense exposed another scheme of embezzlement of funds allocated for the purchase of weapons for Ukraine.

It is a case of embezzlement of over UAH 33 million during the purchase of large-caliber rifles for the Armed Forces of Ukraine from March 2022 to May 2023.

According to the case, the former director of a department of the Ministry of Defense and the head of a private enterprise were involved in organizing the fraud.

In the spring of 2022, they signed a contract for the supply of 1125 rifles for the needs of the front line.

The entrepreneurs then shipped the declared amount of small arms to the defense ministry, but not in full, as stipulated by the contract.

A Defense Ministry official unreasonably approved the delivery. Moreover, he did not sign an additional agreement with the contractor to reduce the cost of the weapons due to the lack of all components.

Later, as the investigation found, the ex-official and his accomplice, the CEO of the supplier company, shadowed the entire "saved" amount.

Based on the collected evidence, SBU investigators served both offenders a notice of suspicion under two articles of the Criminal Code of Ukraine:

◾ Part 2 of Article 28, Part 2 of Article 114-1 (obstruction of the lawful activities of the Armed Forces and other military formations committed by a group of persons by prior conspiracy);
◾ Art. 28(2), Art. 191(5) (misappropriation, embezzlement or seizure of property through abuse of office committed on a particularly large scale by a group of persons).

The issue of choosing a measure of restraint is currently being decided. The offenders face up to 15 years in prison with confiscation of property.

The examination of compliance of the supplied rifles with tactical and technical characteristics is ongoing. The investigation is ongoing to bring to justice all persons involved in the fraud.
