A group of State Duma deputies led by Vasily Piskarev and with the participation of Alexander Khinshtein secretly introduced new amendments to the old draft law on clarification of legislation on transportation and forwarding activities, which provide for the creation of a new article of the administrative code under the number 13.53 - "Searching for knowingly extremist materials...". In full, the new article is called as follows: "Search and access to knowingly extremist materials, including with the use of hardware and software means of access to information resources, information and telecommunications networks, access to which is restricted".

It introduces fines from three to five thousand rubles for searching and consuming banned content, including via VPN, Forbes notes. For VPN advertising, the bill provides for fines from 50,000 rubles to 80,000 rubles for citizens, up to 100,000 rubles for officials and up to 500,000 rubles for legal entities.

The authors of the amendments understand knowingly extremist materials as those materials that are either included in the list of extremist materials or simply fall under the definition of paragraph 3 of Article 1 of the Federal Law "On Combating Extremist Activity".

🔻 Most of the permits are a formality. The landfills exist only on paper or turn out to be ordinary open-air dumps near residential buildings (VTORMAG, V-Plast, VINECORESURS, ECO-SILA, SP-CAPITAL).

🔻 In Kamianske, Boryspil district, Kremenchuk, Kharkiv region, sludge is dumped into the soil without treatment, often without the consent of local authorities (ECOPROM ENERGY INVEST LLC, ECOINVESTGROUP, KP KOMUNALNIK, SBTU LLC, ECO-ENERGOPROM LLC, ECOFORCE LLC, VITABUD LLC).

🔻 Some of the companies that declare sludge disposal do not actually work. Their "enterprises" are abandoned buildings or wastelands.

🔻 In Smyrnivka, Kharkiv region, there is a real toxic center, where locals suspect that even radioactive waste is being exported.

Almost all facilities are either illegal or dangerous.
Naftogaz reports record production, but drill cuttings are often dumped directly into the ground, meaning that the state's control over waste is being lost.

SBU and National Police detain 6 more FSB agents who were preparing terrorist attacks against the Ukrainian Defense Forces

The SBU and the National Police prevented a series of terrorist attacks against the Defense Forces in different regions of Ukraine. As a result of complex measures, six FSB agents were detained who were preparing to blow up Ukrainian defenders with improvised explosive devices (IEDs).

All the suspects were recruited by Russian special services via Telegram channels in search of "easy" money.

🔹 Thus, in Kyiv, two members of an organized sabotage group were detained who, on the order of the FSB, tried to plant explosives near one of the military units in the region.

The defendants were two drug addicts from the region, and their actions were coordinated by a prisoner from a pre-trial detention center who set fire to an Armed Forces vehicle a year ago.

He involved his cellmate in the subversive activities. While behind bars, the two repeat offenders continued to fulfill orders from Russia and recruited two accomplices on the outside.

🔹 In Vinnytsia, a Russian agent was detained red-handed when he was planting explosives near an apartment building where military families lived.

The detainee is a 19-year-old resident of Zhytomyr region, who was "sent" to Vinnytsia by his curator after recruitment, where he took an IED from a cache for a terrorist attack.

🔹 In Dnipro, the SBU and the National Police detained a couple of Russian agents who tried to blow up a local Armed Forces soldier. To commit the crime, the suspects lured the soldier "on a date" allegedly with the sister of a Ukrainian defender fighting on the front line.

Before the "meeting," the girl allegedly asked to pick up her "brother's" belongings from an acquaintance. In fact, it was the suspect who handed over a bag of explosives to the soldier.

Immediately after the "parcel" was handed over, the occupants tried to remotely detonate the IED, but law enforcement officers neutralized the explosives in advance and detained the agent couple.

🔹 Another terrorist was detained in Rivne, who was to blow up the car of a member of the Defense Forces on the order of Russia. To do this, he planted an IED in the interior of the official car and installed a hidden camera nearby.

With the help of the video device, the occupants hoped to track the arrival of the serviceman at the site of the planned terrorist attack in order to eliminate him.

The suspects have been served a notice of suspicion under several articles of the Criminal Code of Ukraine:

▪ Part 2 of Article 111 (high treason committed under martial law);
▪ Art. 28(3), Art. 113(2) (sabotage committed by an organized group under martial law);
▪ Art. 15(2), Art. 258(2) (completed attempt to commit a terrorist act by prior conspiracy by a group of persons);
▪ Art. 28(3), Art. 263(1) (illegal handling of explosives committed by an organized group).

The offenders face life imprisonment with confiscation of property.

The operation was conducted by the SBU officers in Kyiv city and Kyiv, Vinnytsia, Dnipro, Rivne and Zaporizzhia regions under the supervision of the Kyiv City Prosecutor's Office, Vinnytsia, Dnipro and Rivne Regional Prosecutor's Offices.
