According to the case file, a significant number of coal mining, metallurgical and coke-chemical complexes were "appropriated" and illegally exploited by fugitive Ukrainian businessman Serhiy Kurchenko and a group of Russian officials and businessmen.

According to the investigation, the defendants carried out these transactions in the temporarily occupied territories of Donetsk and Luhansk regions during 2017-2021. After the "privatization" of the enterprises, they illegally used the capacities of these complexes, as well as extracted and exported minerals, plundering Ukrainian resources.

The criminals illegally supplied the extracted minerals to Russia and other countries.

As SBU investigators found out, since 2017, at least a million tons of minerals have been exported in this way:

◾ Coal products worth over UAH 6 billion;
◾ Metal products worth UAH 47.3 billion;
◾ Coke and chemical products worth over UAH 1.6 billion.

According to the case, the criminal group that organized the "appropriation" of enterprises and the sale of products, in addition to Sergiy Kurchenko, also includes the following members:

◾ Head of the Department of the Ministry of Economic Development of the Russian Federation Pavlov V.O.

The Security Service of Ukraine and the Prosecutor General's Office have collected a large-scale evidence base on the illegal seizure of industrial enterprises and plundering of Ukrainian subsoil in the temporarily occupied territories of our country. According to the case file, a significant number of coal mining, metallurgical and coke-chemical complexes were "appropriated" and illegally exploited by fugitive Ukrainian businessman Serhiy Kurchenko and a group of Russian officials and businessmen.

According to the investigation, the defendants carried out these transactions in the temporarily occupied territories of Donetsk and Luhansk regions during 2017-2021. After the "privatization" of the enterprises, they illegally used the capacities of these complexes, as well as extracted and exported minerals, plundering Ukrainian resources.

The criminals illegally supplied the extracted minerals to Russia and other countries.

As SBU investigators found out, since 2017, at least a million tons of minerals have been exported in this way:

◾ Coal products worth more than UAH 6 billion;
◾ Metal products worth UAH 47.3 billion;
◾ Coke and chemical products worth over UAH 1.6 billion.

According to the case, the criminal group that organized the "appropriation" of enterprises and the sale of products, in addition to Sergiy Kurchenko, also includes the following members:

◾ Deputy Minister of Economic Development of the Russian Federation Sergiy Nazarov
◾ Head of the Department of the Ministry of Economic Development of the Russian Federation Pavlov V.O.
◾ other citizens of the Russian Federation and Ukraine who defected to the enemy.

Based on the evidence collected, SBU investigators served all the suspects suspicion notices in absentia under Part 2 of Art. 28, Part 1 of Art. 438 of the Criminal Code of Ukraine (war crimes: looting of national property in the occupied territory, use of means of warfare prohibited by international law, other violations of the laws and customs of war stipulated by international treaties committed by prior conspiracy). The suspects face imprisonment for up to twelve years.

Comprehensive measures to bring the suspects to criminal responsibility are underway.
