Currently, 265 tankers are blacklisted by at least one of the countries - the US, the EU or the UK (with the US list by far the most disruptive to trade). Previous US measures have generally halted trade for the vessels targeted.

Nevertheless, of the 435 vessels that transported Russian oil in 2024, 112, or 26%, are currently subject to sanctions imposed by Washington. Add to this the vessels sanctioned by London and Brussels, and this share rises to 37%.

But this understates the problem faced by Pipa. With 80% of them making repeat voyages (and some up to 20), tankers under US sanctions carried 45% of all maritime shipments of Russian oil last year. Add to this the vessels sanctioned by the UK and the European Union, but not the US, and it turns out that 57% of Russian oil shipments were transported by vessels that are currently on the blacklist.

Such figures show a gaping hole in the shadowy fleet of tankers that Russia has assembled to transport its oil, and they make it imperative to find alternative vessels.

To be clear, pariah has so far largely circumvented previous sanctions and maintained its huge export program at a stable level. It is for this huge volume of oil that it needs to find tankers.

The end result is a rise in freight bills that may only be just beginning, especially if other owners who were previously lukewarm to trade need additional incentives to take on the risk of being caught by future sanctions. Another 7 suspects were exposed in Khust district of the region, including officials of medical institutions and a lawyer. They sold fictitious medical reports to "write off" potential conscripts from the military register for health reasons.
