According to the case, officials of one of Kyiv's district administrations misappropriated almost UAH 1.5 million from the city budget, which was intended to repair an underground shelter for a lyceum in the city center.

The investigation revealed that the head of the local education department was involved in organizing the fraud. The official involved the director of an affiliated construction company in the illegal activity.

It was established that in the spring of 2022, the official entered into a contract with him for the overhaul of the underground shelter of the educational institution for almost UAH 4 million.

However, according to the case file, during the year of reconstruction, the defendants stole 38% of this amount.

To implement the "scheme," the official and the contractor artificially inflated the cost of the work, and after its completion signed the relevant acts.

To "cover up" the fraud, the official involved another accomplice, a technical supervision engineer, who made a fictitious conclusion on the compliance of the funds spent with the repairs made.

A comprehensive forensic construction, technical and economic examination initiated by law enforcement officers confirmed the facts of the crimes committed by the defendants.

Currently, all three criminals have been served a notice of suspicion under three articles of the Criminal Code of Ukraine:

▪ Part 5 of Art. 191 (misappropriation, embezzlement or seizure of property through abuse of office committed on a particularly large scale by an organized group)
▪ Part 2 of Art. 366 (forgery in office);
▪ Part 2 of Art. 367 (official negligence).

The Ministry of Defense of the Russian Federation has prepared draft amendments to the "Regulations on Military Medical Examination". The document has been published on the portal of draft legal acts, and the "Movement of Conscious Refusers" drew attention to it.

The authors of the draft propose to make significant changes to the annex "List of Diseases", on the basis of which, among other things, the health of conscripts for compulsory service and servicemen under contract or mobilization is assessed.

🔵 Thus, for conscripts want to partially change the category of fitness for primary, secondary and latent syphilis for conscripts of compulsory service - from "B" ("limited fit") to conscription "B-4" ("fit with minor restrictions"). Conscripts with first-stage hypertension should be examined under category "B-3" instead of "B".

Men who are first diagnosed with subclinical hypothyroidism will first be recognized as temporarily unfit (category "G") for six months, and the category "B" will be given only if the same diagnosis is revealed again in six months. Now they immediately receive "B".
