The SBU evidence base helped to cancel 470 medical certificates of fake disability for men of military age issued in Kharkiv region. This was the result of the SBU exposing a large-scale "scheme for evaders" in the regional medical and social expert commission (MSEC) in October 2024.

Back then, 13 participants in the scheme were notified of being suspected. Among them were the head of the regional MSEC and doctors of local medical institutions.

According to the investigation, for amounts ranging from USD 2 to 5 thousand, the suspects sold fake disability certificates to evaders who planned to make a "reservation" and regularly receive state social benefits.

In addition to canceling the fake medical reports, the SBU together with the Pension Fund stopped the payment of illegally granted pensions issued through the fraud.

Due to the prompt response, the SBU prevented monthly state losses of over UAH 2.4 million.

Based on the newly collected evidence, the SBU investigators additionally served the head of the MSEC and seven of his accomplices a notice of suspicion of committing crimes under several articles of the Criminal Code of Ukraine:

▪ para. 2, 4 of Art. 28, part 1 of Art. 114-1 (obstruction of the lawful activities of the AFU committed by a criminal organization);
▪ Art. 28(4), Art. 332(3) (facilitating the illegal transportation of persons across the state border of Ukraine by providing means and removing obstacles, committed by a criminal organization for mercenary motives);
▪ Art. 28(4), Art. 366(1), Art. 27(5), Art. 27(4), Art. 28(4), Art. 366(1) (entering false information in official documents by an official committed by a criminal organization).

All members of the criminal group are in custody. The issue of additional qualification of criminal actions of five more involved persons is being settled.

Before carrying out the attack, the Russian supervisor instructed the agent to perform a "test" task: set fire to a battery and relay cabinet on a strategic railroad line in Odesa region.

During the search, the SBU seized components for making IEDs, including chemical components and a fire extinguisher with a mobile phone.

The SBU investigators served the detainee a notice of suspicion under Part 2 Art. 15, Part 2 Art. 113 of the Criminal Code of Ukraine (attempted sabotage under martial law).
