Причиною ігнорування рекомендацій Банковою, імовірно, є не бажання втратити контроль над Дорадчою групою експертів. Адже за нинішніх умов, «призначити» своїх людей доволі легко, тоді як поява сьомого члена в комісії за квотою міжнародників «псує картину».

«ОП хоче взяти під контроль КСУ, бо там у них критичне питання. Саме КСУ допоможе або стане на заваді проведення після війни парламентських і президентських виборів водночас, чого найбільше прагнуть в офісі», — пише Шабунін.

У разі якщо потенційний призовник відмовляється ставити підпис про отримання повістки, то вимоги до нього можуть бути доведені у присутності свідків. Якщо призовник відмовляється виконувати правила військового обліку, то до нього може застосуватися відповідальність згідно із законодавством.
"Якщо це повістка, наприклад, для звірки військово-облікових даних, то застосовується адміністративна відповідальність. Якщо призовник пройшов звірку військово-облікових даних, медичну комісії для призову і уникнув від відправки у військову частину, то у такому разі настає кримінальна відповідальність", - зазначив Горбач.
