Rumor has it that this was also an answer by the beneficiaries of the incumbent Prime Minister Shmygal to the rumors actively spread by Kubrakov himself that he was the future prime minister and would be appointed as early as September.

The situation with the failed vote clearly showed Kubrakov's attitude in Parliament and the fact that they would vote for his appointment as Prime Minister just as they vote today for the return of the excise tax on fuel.
