In addition, children and adolescents with disabilities are able to receive, in accordance with the individualized rehabilitation program, without having to undergo a follow-up review by the Medical Advisory Committee (MAC) or ICEC:

▪️ social benefits,
▪️ Rehabilitation services and additional items (militia, walkers, wheelchairs),
▪️ Incontinence devices, e.g. diapers, catheters, etc,
▪️ educational services,
▪️ inappropriate pills.

The procedure for establishing disability has also been greatly simplified. In accordance with Decree ¹ 225 of the Cabinet of Ministers of Ukraine dated March 8, 2022 "Some aspects of the procedure of medical and social expertise during the period of martial law on the territory of Ukraine", during the war people can be given an immunization in absentia, regardless of where they were registered, lived or resided. That is, if a person is not able to come to the place of ICER, the committee can make a decision about establishing the disability in absentia on the basis of a referral from the medical advisory committee (LCC).

Also, the Ministry of Health of Ukraine says that physicians, who make out referrals to ICER, do not have legal grounds to demand from the patient - an internally displaced person to fill out a declaration. Moreover, they do not have the right to demand that the patients come for re-examination to confirm their disabilities during the period of military status.

This is the goal of the project "Rehabilitation of war traumas in Ukraine," which is implemented by a large team of experts, including representatives of the Ministry of Health of Ukraine, the National Health Service of Ukraine (NHSU) and the Ministry of Veterans' Affairs, Ministry of Social Policy, Office of the President of Ukraine, authorized representative of the President on the issues of unemployment, School of Rehabilitation Medicine of the Ukrainian Catholic University (UCU), Ukrainian Center for Health Protection. The Ukrainian Patients of Ukraine Foundation is the project's managing partner.

The project is supported by Switzerland through the Swiss Agency for Development and Cooperation (SDC).

Joint efforts will accelerate the construction of a qualitatively new effective system of rehabilitation in Ukraine, which will be based on such principles, Such principles as evidence-based medicine, multidisciplinary approach and implementation of the International Classification of Functioning, Disability and Health (ICF).
For this purpose a whole complex of measures will be implemented, the main ones of which are:

Training of multidisciplinary rehabilitation teams of health care institutions in methods of providing qualified assistance to people after military injuries.
Equipping eight rehabilitation centers in Chernihiv, Sumy, Rivne, Zaporizhia and Lviv regions with rehabilitation equipment, which operate according to advanced standards.

Equipment of simulation rooms in two higher education institutions that teach physical rehabilitation: in UCU, Khortytsia National Training and Rehabilitation Academy and Sumy State Pedagogical University named after A.S. Makarenko.

Creation of educational online courses on the provision of rehabilitation assistance and the International Classification of Functioning, which can be taken by health care professionals throughout the country.
