- A single three-tier system of documents for strategic planning of regional development: state-region-community, in particular, mandatory development of strategies for development of territorial communities by rural, village and city councils;

- Territorially-oriented approach to planning based on identification of functional types of territories (renewal territories; regional growth poles; territories with special conditions for development; territories of old development);

- An integrated approach to restoration and development of the regions and territories that suffered as a result of military aggression against Ukraine, on the basis of the restoration and development plan of the regions, which includes regional restoration and development plans, as well as individual measures and projects of regional development and / or local development projects of territorial communities, the territories of which are attributed to the functional type of territories - "renewal territories";

- Strengthening institutional support for regional development: granting regional development agencies the right to provide paid services, expanding the list of their sponsors at the expense of municipal, village, rural councils, etc;

- specification of the mechanism and procedure for monitoring and evaluation of the implementation of state regional policy (in particular, the creation and launch of the Geoinformation System for Monitoring and Evaluation of the Development of Regions and Communities (GIS), etc.).
